That it has come from a "Disability Resource Office" is amazing. What is the point of photographing somebody in a wheelchair? Besides, many disabilities are not visible ones. At least the blindfold yourself exercises are designed to give people a taste of what it might feel like to be unable to see. This simply objectifies disabled students or staff.
