Dr. Niall McElwee – who knew and how could they know?

There is a lot of ochon ochon oh going on amongst those working in childcare and child protection this morning in relation to Dr. McElwee’s resignation. Those applying to work or even study in the area of social care and social work have to submit themselves to Garda Clearance, one wonders if those teaching in the area have to submit themselves to a similar clearance. I have no knowledge if Dr. McElwee has applied for clearance at any time.

The Garda Clearance System is widely thought to be insufficient anyway. There are long delays and there are questions on all sides on it’s veracity and applicability in many sectors. In this era of low cost airlines, sabbaticals, and fellowships abroad how we make sure that the system highlights issues from abroad.

If one commits a crime whilst on contract in a position of responsibility for young people or teaching and working on these issues, where does the responsibility lie for discovering this – the hiring institution? The person convicted? How would one go about getting people to disclose especially if the crimes happen abroad?

Frankly I am amazed that Dr. McElwee thought that he could hide this incident for 3 years before he was found out. At the moment on the basis of the information I have I can’t blame Athlone Institute for Technology – no system exists which could let them know about this incident. Discussion on the issues which emanate from this matter are welcome in the comments.
